Kuwait Opens Bidding for 500 MW Al Dibdibah–Shagaya Solar IPP

Kuwait has issued RFPs to prequalified bidders for the 500 MW Al Dibdibah–Shagaya solar project, with proposals due February 2026, advancing Phase III development within the Shagaya Renewable Energy Park.

Kuwait has issued the Request for Proposal (RFP) for the 500 MW Al Dibdibah Power and Al Shagaya Renewable Energy Phase III – Zone 2 Solar PV Independent Power Plant. The tender was released by the Kuwait Authority for Partnership Projects (KAPP), the Ministry of Electricity, Water and Renewable Energy, and the Kuwait Institute for Scientific Research.

The RFP, issued on 16 November 2025, was circulated to six consortiums and three companies prequalified for the project, located within the Shagaya Renewable Energy Park in Jahra Governorate. Bidders must submit proposals by 12 noon Kuwait time on 16 February 2026.

The project includes a 30-year Power Purchase Agreement with the Ministry of Electricity, Water and Renewable Energy as the offtaker.

Earlier, KAPP extended the RFP deadline for the 1,100 MW Phase III – Zone 1 solar IPP to 15 January 2026. That tender, issued on 15 June 2025 to four consortiums and two companies, was originally due on 14 September 2025.
