Kuwait Floats RFP for 1.1GW Solar Project in Shagaya Renewable Energy Park

Kuwait issues RFP for a 1.1GW solar PV project in Shagaya Park, inviting bids from six prequalified firms. The 30-year PPA-backed project includes a 400kV transmission substation.

In a major push toward clean energy, Kuwait has issued a Request for Proposal (RFP) for the development of a 1.1 GW solar photovoltaic (PV) project at the Shagaya Renewable Energy Park in Jahra Governorate, located west of Kuwait City.

The project, titled Al Dibdibah Power and Al Shagaya Renewable Energy Phase III, Zone 1, is being jointly undertaken by the Kuwait Authority for Partnership Projects (KAPP) and the Ministry of Electricity, Water and Renewable Energy. The scope includes development, financing, design, supply, engineering, construction, testing and commissioning of the solar PV plant, along with a 400 kV power transmission substation.

The RFP has been issued to two companies and four consortia that were prequalified in August 2024. The prequalified bidders include France’s TotalEnergies Renewables and Vietnam’s Trung Nam Construction Investment Corporation. The four consortia comprise Saudi Arabia’s ACWA Power with Kuwait’s Alternative Energy Projects Company; the UAE’s Masdar with Fouad Alghanim & Sons; France’s EDF Renewables with Kuwait’s Abdullah Al Hamad Al Sagar and South Korea’s Korean Western Power; and China’s Jinko Power with Japan’s JERA and Kuwait’s National Technology Enterprises Company.

The selected developer will enter into a 30-year Power Purchase Agreement (PPA) with the Ministry, commencing from the Commercial Operation Date (PCOD). The deadline for submission of technical and commercial bids is 14 September 2025, before 12:00 pm local time.

Earlier in May 2025, KAPP had also invited prequalification for the 500 MW Al Dibdibah Power and Al Shagaya Renewable Energy Phase III, Zone 2 project, further demonstrating Kuwait’s continued momentum in scaling up its renewable energy footprint.
