KPDCL Invites EoI for Rooftop Solar Projects in J&K under PM Surya Ghar Scheme

Kashmir Power Distribution Corporation Ltd. (KPDCL) has issued an Expression of Interest (EoI) to empanel vendors for the implementation of grid-connected rooftop solar photovoltaic systems under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.
This initiative aims to promote clean and sustainable energy solutions for residential consumers across Jammu & Kashmir. The scope of the project includes site surveys, design, supply, installation, commissioning, and maintenance of solar photovoltaic power plants, adhering to guidelines set by the Ministry of New and Renewable Energy (MNRE).
The deadline for submission of applications is December 15. Vendors can download the EoI document from the KPDCL website, and the non-refundable document fee of INR 10,000, inclusive of GST, is payable via a demand draft.
Vendors applying for this opportunity must fulfill specific technical and financial eligibility criteria. The technical requirements include prior experience in installing solar PV systems with a minimum capacity of 25 kWp. Alternatively, firms with a team member possessing a background in electrical or electronics engineering and at least six months of experience in the solar industry are also eligible, subject to approval by the KPDCL screening committee.
Financially, vendors must have been in the rooftop solar business for at least six months, as validated by documents certified by a Chartered Accountant. Local MSMEs registered under the MSME Development Act of 2006 in Jammu & Kashmir are exempted from financial eligibility requirements but must submit valid registration certificates.
The empaneled vendors will be responsible for providing end-to-end solutions for identified beneficiary locations. This includes conducting physical surveys to assess site feasibility, guiding beneficiaries on system capacity, and facilitating approvals and net meter installations. Vendors are required to supply all components, including solar modules, inverters, bidirectional meters, cables, junction boxes, and safety systems.
Installation and commissioning must be completed within 30 days of payment, ensuring compliance with MNRE standards. Additionally, vendors will assist beneficiaries in submitting subsidy documentation on the MNRE portal and provide a comprehensive five-year maintenance service after commissioning.
To ensure quality and accountability, vendors must submit a Performance Bank Guarantee (PBG) of INR 2.5 lakh valid for five years. The PBG must be renewed or replaced upon expiry to maintain empanelment. KPDCL has also emphasised that unsatisfactory execution of work will lead to the cancellation of empanelment and encashment of the PBG.
