KPC Signs MoU for Co-Generation Power and Steam Plant at Ratqa Oil Field

Kuwait Petroleum Corporation, alongside KOC and the Ministry of Electricity, Water and Renewable Energy, will develop a co-generation power and steam plant at Ratqa, boosting heavy oil production and electricity capacity.

Kuwait Petroleum Corporation (KPC) has signed a Memorandum of Understanding (MoU) with the Ministry of Electricity, Water and Renewable Energy and Kuwait Oil Company (KOC) to develop a co-generation power and steam plant at the Ratqa oil field.

In a statement, KPC said that the project will be implemented through the Kuwait Authority for Partnership Projects (KAPP) and will have a planned capacity of between 1,200 and 1,500 MW. The agreement aims to enhance cooperation among national entities, optimise the use of state resources and support economically viable energy projects.

The facility will supply steam required for heavy oil production at the South Ratqa field, enabling a gradual increase in output to about 120,000 barrels per day. It is also expected to strengthen Kuwait’s electricity generation system, reduce production costs and improve the utilisation of gas as a primary fuel.

KPC Deputy Chairman and Chief Executive Officer Sheikh Nawaf Saud Al-Sabah said that the project represents a key step toward building a more integrated national energy system. He added that collaboration with the Ministry of Electricity, Water and Renewable Energy underscores KPC’s commitment to providing sustainable solutions that support oil operations while meeting future power demand.

The MoU was signed at the Oil Sector Complex (OSC) in the presence of Sheikh Nawaf Saud Al-Sabah. The agreement was inked by Bader Al-Attar, KPC’s Managing Director for Planning and Finance, Ahmad Al-Eidan, Chief Executive Officer of KOC, and Dr. Adel Al-Zamel, Undersecretary at the Ministry of Electricity, Water and Renewable Energy.
