KEL Invites Bids for 137 MWp Solar Projects in Andhra Pradesh

Kerala Electrical and Allied Engineering (KEL) has issued a tender to install 137 MWp of rooftop and ground-mounted solar projects across government sites in Andhra Pradesh. Bid submission ends on November 26, 2025.

Kerala Electrical and Allied Engineering (KEL) has floated a tender for installing 137 MWp of rooftop and ground-mounted solar plants on government buildings and open grounds in Andhra Pradesh.

The overall project scope involves design, engineering, supply, installation, testing, and commissioning of approximately 137p MW of solar capacity, with individual site capacities ranging from 1 kWp to 5 MWp, covering around 450- 700 government buildings/locations. The bidders must also offer 25 years of comprehensive operation and maintenance (O&M).

Bidders need to pay INR 17,700 as a tender document fee. Further, they need to furnish INR 5 lakh as an earnest money deposit (EMD).

The last date for submission of bids is November 26, 2025. The techno-commercial bids will be opened on November 27, 2025.

The tender invites bids across three categories: systems from 1 kWp to below 50 kWp, systems from 50 kWp to 200 kWp, and systems above 200 kWp, applicable for both rooftop and ground-mounted installations.

Winning bidders must operate at least two service centres in Andhra Pradesh and add more as project installations grow. Only ALMM-approved solar modules may be deployed.

The bidder must have successfully installed and commissioned grid-connected solar power projects (both ground-mounted and rooftop) with a cumulative capacity of at least 50 MW during the last three years.

For rooftop projects, the bidder must have a minimum experience of installation of 5,000 places (residential, commercial and industrial projects). They must have experience in handling rooftop projects ranging from 1kWp to above 200kWp. Additionally, they must have commissioned at least 10 projects of 750kWp and above prior to tender notification.

For ground-mounted projects, the bidder must have commissioned at least one project of 8 MWp or above and three individual projects of 4 MWp or above.

As for financial eligibility, the bidder must possess a minimum average turnover of INR 50-100 crore during the last three Financial Years, and the net worth must be positive.
