JVVNL Invites Bids to Solarise Rajasthan Agriculture Sector under KUSUM Scheme

JVVNL opens tenders for a solar project aimed at providing sustainable energy for Rajasthan's agricultural consumers. Through RESCO-mode contracts, selected bidders will design, install, and maintain solar power plants for 25 years, enhancing rural energy infrastructure.

Jaipur Vidyut Vitran Nigam Ltd. (JVVNL) has released an e-procurement tender inviting eligible bidders to participate in a major project aimed at developing grid-connected solar power plants specifically for the solarisation of agricultural consumers across Rajasthan.

This project, launched under Component C of the KUSUM Scheme, represents a crucial effort to shift away from conventional electricity sources by promoting renewable energy use in agricultural activities. The focus of this initiative is on agricultural consumers who are connected to 11kV feeders at various Grid Sub-Stations (GSS) throughout the State, with the project being executed under the Renewable Energy Service Company (RESCO) model.

The successful bidders will be responsible for the full lifecycle of the solar plants, covering their design, surveying, supply, installation, testing, commissioning, and ongoing operations and maintenance (O&M) for 25 years from the Commercial Operation Date (COD). There is also an option to extend this period if mutually agreed upon by both parties. These solar plants must connect to substations via either 33kV or 11kV lines, and an integrated Remote Monitoring System (RMS) will be implemented for real-time tracking and optimisation of the power generated by these plants.

The Request for Proposal (RFP) documents' access was made available from 6:00 PM on October 29, 2024, with bid submissions set to open on November 11, 2024, starting at 3:00 PM.

Financially, the project holds an estimated cost of INR  3.5 crore per MW, with bidders required to submit an Earnest Money Deposit (EMD) of INR 1 lakh per MW. The EMD should be deposited by the next day following the online bid submission deadline, with a scanned copy of the deposit receipt uploaded to the Bidding Portal alongside the technical bid.

The tender document’s non-refundable cost is INR11,800, inclusive of GST at 18 percent. Additionally, a RISL e-procurement processing fee of INR 2,950, also inclusive of GST at 18 percent is required. 

The financial bid opening details, including date, time, and venue, will be shared with qualified bidders once the technical bid evaluation is completed. All bids must be submitted online in an electronic format on the Bidding Portal, with scanned copies of all required documents. In addition to the digital submission, a hard copy of the Bid Security Proof, Tender Document Cost, and RISL processing fee, as well as any necessary undertakings on non-judicial stamp paper, must be submitted as per RFP guidelines.
