Jharkhand Issues 18 MW Solar Tender for Giridih Project
JREDA invites bids for the design, installation, and commissioning of an 18 MW (AC) ground-mounted solar plant under RESCO mode. Bidders must submit their proposals by 23rd September 2024, with detailed requirements outlined in the tender.

The project will be located within the city limits, specifically in Mauza-Akdoni Khurd of Giridih District. For the implementation of this ground-mounted solar project, approximately 80-90 acres of land have been identified and allocated for development.
Bidders are required to submit their proposals online through the Jharkhand Tenders portal by 23rd September 2024, 5:00 PM. The online submission must include a tender fee of INR 11,800, inclusive of GST, and an Earnest Money Deposit (EMD) of INR 1,26,00,000.
The pre-bid meeting will be conducted online, and the link will be shared with all participants in advance. The technical bids will be opened on 25th September 2024 at 3:00 PM. The tentative date for the opening of financial bids will be announced later.
To be eligible, bidders are required to have prior experience in developing, installing, and commissioning grid-connected solar PV power projects, with at least one project of a minimum of 10 MW capacity. Financially, they must have a net worth of at least INR 10 crores as of the last financial year and an annual turnover of at least INR 20 crores in any one of the last three financial years. Consortiums are permitted to participate in the bidding process, provided they appoint a lead member who should have at least a 51 percent shareholding, and the consortium members must collectively meet the eligibility criteria.
The solar power plant must comply with the technical specifications outlined in Section-6 of the Request for Proposal (RFP) document, covering aspects like solar modules, inverters, mounting structures, and grid connectivity. The successful bidder will also be responsible for the operation and maintenance (O&M) of the solar power plant for the entire term of the Power Purchase Agreement (PPA), including all necessary repairs, replacements, and insurance coverage. The PPA, which will be signed between the successful bidder and Jharkhand Bijli Vitran Nigam Limited (JBVNL), will have a duration of 25 years, with the tariff determined and approved by the Jharkhand State Electricity Regulatory Commission (JSERC).The completion time for the project is 18 months from the issuance of the work order.
Jharkhand Renewable Energy Development Agency (JREDA) will provide the necessary land for the project on a lease basis for the entire contract period. It will be the bidder's responsibility to establish grid connectivity to the nearest substation, which includes bearing all transmission line costs and obtaining the necessary approvals.
