JAKEDA Invites Bids for 152.75 MW Rooftop Solar Projects in Jammu and Kashmir
Jammu & Kashmir Energy Development Agency (JAKEDA) has issued a tender to develop 152.75 MW of grid-connected rooftop solar PV projects on government buildings across the Union Territory under the RESCO model. Bid submission ends on December 1, 2025.

Jammu & Kashmir Energy Development Agency (JAKEDA) has floated a tender for setting up grid-connected rooftop solar PV projects with a total cumulative capacity of about 152.75 MW on government buildings in the UT of Jammu and Kashmir under RESCO mode through tariff-based competitive bidding.
The individual size of the projects shall range from 20 kW to 500 kW.
Bidders must pay INR 25,000 as a bid document fee. Further, they need to furnish INR 5 lakh/MW as an earnest money deposit (EMD). Selected bidders must deposit INR 6 lakh/MW as a performance bank guarantee (PBG).
The last date for submission of bids is December 1, 2025. The techno-commercial bids will be opened on December 2, 2025.
The modules used in the project must have been included in the ALMM List-I for solar PV modules. Only Mono PERC Half Cut/Mono PERC Half Cut Bifacial modules or of higher efficiency technology like TOPCon would be allowed to use. Both DCR and Non-DCR modules are allowed to be used.
The bidder must have experience in design, supply, installation and commissioning of grid-connected solar PV power plants of cumulative capacity not less than 1 MW in the last seven financial years. Additionally, the solar PV power plants must be commissioned and should be operating satisfactorily for a period not less than one year.
The net worth of the bidder must be at least INR 50 lakh/MW of the quoted capacity, as on the last date of FY 2024-25. The bidder must demonstrate a minimum average annual turnover (MAAT) of INR 1 crore/MW of the quoted capacity during the last three financial years. Additionally, the bidder must possess working capital or a line of credit for FY 2024-25, for a minimum amount of INR 90 lakh/MW of the quoted capacity.
