IOCL Invites Bids for Solar PV Systems Across 85 Locations in Gujarat and Rajasthan
Indian Oil Corporation Ltd. (IOCL) has issued a tender for setting up grid-interactive solar PV systems without battery backup and grid interactive inverter across 85 locations in Gujarat and Rajasthan, under Western Region Pipelines of IOCL divided into three project groups with varying timelines and requirements.

The project has been divided into three groups. While Group-1 includes 34 locations under WRPL Chaksu and Jodhpur Base, Group-2 includes 27 locations under WRPL Koyali, Rajkot and Vadinar Base and Group-3 includes 24 locations under WRPL Mundra and Viramgam Base.
The projects in Group-1 need to be completed in 7 months. For Group-2 and 3, time of completion will be 6 and 5 months respectively.
Bidders need to furnish an earnest money deposit (EMD) of INR 32,700 for Group-1, INR 17,500 for Group-2 and INR 18,400 for Group-3. Selected bidders need to pay initial security deposit of 2.5 percent of nominal contract value which is required to be submitted at the time of contract signing. Alternatively, full security deposit of 10 percent of nominal contract value may be submitted.
The online submission will start on December 3, 2024 and will close on December 10, 2024. The techno-commercial bids will be opened on December 11, 2024.
The Bidder on its own should have satisfactorily completed at least one similar work, as a main contractor or as a subcontractor, during any of the last 7 years ending on last day of the month, immediately previous to the month in which the last date of bid submission falls.
Similar work mentioned here means work involving DESITC of 41 kWp or more capacity grid interactive solar PV system under single work order for Group-1. The corresponding minimum capacity for Group-2 and 3 would be 22 kWp and 25 kWp, respectively.
The value of completed work must at least be INR 65.25 lakh for Group-1, INR 34.91 lakh for Group-2 and INR 36.65 lakh for Group-3. For two similar works, the value of each completed work must at least be INR 52.20 lakh for Group-1, INR 27.93 lakh for Group-2 and INR 29.32 lakh for Group-3. For three similar works, the value of each completed work must at least be INR 39.15 lakh for Group-1, INR 20.95 lakh for Group-2 and INR 21.99 lakh for Group-3.
To be financially eligible, bidders need to possess minimum annual turnover of INR 78.30 lakh for Group-1, INR 41.90 lakh for Group-2 and INR 43.98 lakh for Group-3, in any of the last three preceding financial years.
