Invitation of Expression of Interest for shortlisting Consultancy Organisations

The Ministry of New and Renewable Energy (MNRE) is implementing a World Bank Assisted Project on "Scaling up Deployment of Renewable Energy Technology for Promoting Innovative Business Models" through a Project Management Unit (PMU) established in the Ministry. The key objective of this project is to support preparation of sustainable and replicable business models that are entrepreneur driven and delivery based for providing off-grid energy solutions to rural areas using renewable energy technologies across India and to create institutional framework for operationalizing the models.

PMU/MNRE invites eligible consultants (Not for Profit Technical Institutions /Consultancy Firms) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultants may associate to enhance their qualifications.

The Consultants will be short-listed in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrower January 2011.

Brief description of assignment to be performed:

Preparation of a Detailed Project Report in identified cluster of villages in Assam, Manipur and Meghalaya for Scaling up Access to Electricity using Renewable Energy Technologies. The selected consultant will have to carry out detailed field level survey to assess: electricity demand and consumption pattern; resource availability; techno-economic viability of the model; willingness of the villagers to pay; interest of local administration in such projects including requirements of mandatory approvals / clearances, etc.

Format for the EoI:

Proposal for EoI for the aforesaid assignment must include the following:

• A brief company profile in narrative form (not exceeding one page) with supporting documents for its registration, AoA / MoA and annual turnover for last 3 years.
• Capability statement giving details about the experience of the firm in decentralized generation and distribution space based on renewable energy and an outline of assignments / projects of similar nature executed in the last 3 years in the format given in Form-I.
• A brief write up indicating the methodology and action plan proposed to be used for execution of the assignment.

Qualification Requirements:

The applicant Organizations should meet the following requirements:

• Registered as a Company / Not for Profit Organization and must have completed at least 3 assignments in the area of energy access in rural areas after registration.
• Annual turnover of at least INR 0.5 crore or more in each of the last three financial years ending 31st March, 2012, 2013, 2014. (Audited financial statements to be enclosed). However, this condition will be relaxed appropriately for NE based organization.
• They should be preferably based in North Eastern Region and have experience in working at least in one of the North Eastern States in the areas of: preparation of energy access plan for cluster of villages / development of policy & regulatory framework in off-grid space / evaluation of performance of off-grid projects for electrification.

Evaluation of proposals:

A Committee constituted by the PMU /MNRE will evaluate all the proposals based on the information submitted for shortlisting the firms for second stage bidding process, i.e., RfP for consultancy services.

Saving Clause: If at any stage it is so considered necessary, this Ministry reserves the right to reject the EoI received from any organization or all the EoIs received, without assigning any reason therefor.

Submission of Proposal: The proposal can be submitted in two (2) hard copies, latest by 14th July, 2014.
