IndianOil Arm Terra Clean Invites Bids for 200 MW ISTS-Connected Wind Project in Karnataka
Terra Clean has invited bids for the turnkey development of a 200 MW ISTS-connected wind power project in Karnataka, with an additional 100 MW greenshoe option and a 10-year O&M contract. Bid submission ends on September 1, 2026.

Terra Clean, a wholly-owned subsidiary of Indian Oil Corporation, has floated a tender for end-to-end development of an ISTS-connected 200 MW wind power project near Davanagere ISTS grid Substation in Karnataka. There is an additional 100 MW of capacity under the greenshoe option.
The tentative timeline for the completion of the project is 18 months from the date of issuance of LOA for base capacity of 200 MW, and for greenshoe capacity of 100 MW, it is 15 months from the date of commencement order.
The bidder must also provide comprehensive operation and maintenance (O&M) for 10 years.
Bidders must submit INR 631.98 lakh as an earnest money deposit (EMD).
The last date for submission of bids is September 1, 2026, till 3:00 PM. The techno-commercial bids will be opened on the same day at 3:30 PM.
Bidders can qualify through either of two routes. Under Route I, they must have executed at least one 15 MW wind project and a cumulative 50 MW of wind projects over the past seven years. They must also have completed at least one 15 MW power evacuation infrastructure project at 66 kV or above during the same period.
Alternatively, under Route II, the bidder must be an MNRE ALMM-listed manufacturer of a 3 MW or higher wind turbine generator (WTG). The bidder may associate with up to two partners that collectively meet the same wind project and power evacuation infrastructure experience requirements as mentioned in Route I.
The annual financial turnover of the bidder must be at least INR 375 crore in any of the preceding three financial years. The net worth of the bidder as on March 31, 2026 must be positive and should not be less than 100 percent of the bidder’s paid-up share capital.
