India, Netherlands to Deepen Ties on Renewable Energy, Launch Five-Year Strategic Partnership Plan

During Prime Minister Narendra Modi’s visit to the Netherlands, India and the Netherlands elevated bilateral ties to a Strategic Partnership with a five-year roadmap focused on renewable energy, green hydrogen, maritime sustainability and climate cooperation.

India and the Netherlands have agreed to elevate the India-Netherlands bilateral relationship to a Strategic Partnership during a mattering of Indian Prime Minister Narendra Modi and Prime Minister of the Netherlands Rob Jetten in The Hague. As part of the initiative, both countries adopted a five-year Roadmap for the India-Netherlands Strategic Partnership covering the period from 2026 to 2030.
 
A major pillar of the new strategic framework is cooperation in energy transition, sustainable development and maritime connectivity. Both sides agreed to establish a Joint Working Group on Renewable Energy to promote industrial cooperation and knowledge exchange across sectors, including green hydrogen, renewable energy, battery storage, bioenergy, bio-chemicals and circular feedstocks, the PMO office stated.
 
India and the Netherlands will also collaborate on drafting a dedicated action plan for renewable hydrogen cooperation, including the development of a green corridor between the two countries aimed at facilitating green hydrogen trade and integration with European markets.
 
In the area of climate and sustainability, the two nations agreed to establish another Joint Working Group focused on climate cooperation, adaptation and mitigation technologies. They also committed to strengthening collaboration on biofuels, circular economy and waste-to-energy initiatives through platforms such as the International Solar Alliance and the Global Biofuels Alliance.
 
The leaders further emphasised cooperation in sustainable maritime development. Under the renewed Memorandum of Understanding on Maritime Cooperation and a Letter of Intent on a ‘Green and Digital Sea Corridor’, both countries will work toward environmentally sustainable and digitally integrated maritime connectivity. The initiative is expected to support India’s ambitions to expand green hydrogen exports to Europe, the PMO stated.
 
Additionally, the two countries will explore a comprehensive roadmap for a Green and Digital Sea Corridor through the Joint Working Group on Maritime Cooperation, aimed at creating a future-ready maritime logistics ecosystem.
 
On sustainable urban development, India and the Netherlands agreed to deepen engagement through a Joint Working Group under the existing MoU on spatial planning and urban development. Key focus areas include solid waste and water management, circular economy, urban mobility, zero-emission transportation, EV charging infrastructure and urban governance.
 
Several agreements and outcomes were also announced during the visit. These include the India-Netherlands Roadmap on the Development of Green Hydrogen Cooperation, the establishment of a Joint Working Group under the renewed renewable energy cooperation MoU, and a Joint Statement of Intent between NITI Aayog and the Netherlands on energy transition collaboration.
 
In addition, Tata Electronics and ASML signed an MoU to support the semiconductor fabrication facility in Dholera, while the Ministry of Mines of India and the Ministry of Foreign Affairs of the Netherlands signed an MoU on cooperation in critical minerals.
