India, Japan Sign MoC to Advance Cooperation in Supply Chain Resilience for Critical Minerals
India and Japan have signed a Memorandum of Cooperation to strengthen critical mineral supply chain resilience and expand collaboration on clean energy technologies including hydrogen and ammonia.

India and Japan have signed a Memorandum of Cooperation (MoC) to advance cooperation in supply chain resilience for critical minerals including through the development of processing technologies, joint investments for exploration and mining and efforts for stockpiling critical minerals.
The Ministry of Mines and Japan’s Ministry of Economy, Trade and Industry (METI) exchanged the MoC during the 15th India-Japan Annual Summit in Tokyo, which was attended by Prime Minister Narendra Modi and his Japanese counterpart Shigeru Ishiba.
“The MoC is a part of the ongoing efforts of the Government of India to establish and diversify the critical minerals supply chains which is essential to not only achieve our energy security, national security and food security objectives but also achieve the net zero emission goals,” said the Ministry of Mines in a statement.
The two sides have identified several areas for close collaboration. These include the exchange of information on mineral resources, such as policies, regulations, potential joint development of critical mineral projects, mining auctions, sustainable deep-sea mining, and other relevant aspects of mineral extraction, processing, and stockpiling of critical minerals.
The two nations have also agreed to promote joint investments in exploration, mining, and processing of critical minerals both in India and in resource-rich countries. In addition, any other forms of cooperation mutually agreed upon in writing between the parties will also be pursued.
Additionally, the two countries also made a joint declaration of intent on clean hydrogen and ammonia. As part of this, India and Japan will collaborate to promote research, investment and implementation of projects on hydrogen/ammonia and deepen collaboration on cutting-edge research and innovation for developing technologies.
Earlier, India and Japan signed a MoC on joint crediting mechanism as part of an important area of Indo-Japan Cooperation - ‘Green Energy Focus for a Better Future’ – that was highlighted by PM Modi during his ongoing visit to Japan.
“It is an instrument to facilitate the diffusion of decarbonising technologies, products, systems, and infrastructure thereby contributing to India’s greenhouse gas emission reduction goals, promote Japanese investment in India and India’s sustainable development,” noted a statement from the PMO.
