The STAR-C Initiative is developed by the International Solar Alliance (ISA) and the United Nations Industrial Development Organization(UNIDO) with funding from the Government of France.

It was formulated as a joint effort by India and France to combat climate change through the deployment of solar energy solutions.

It was devised on the sidelines of the 21st Conference of Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) organised in Paris in 2015.

With the amendment of its Framework Agreement in 2020, all member states of the United Nations are now eligible to join the ISA.

To generate a strong network of institutional capacities within ISA Member States to increase quality infrastructure (QI) for the uptake of solar energy product and service markets, particularly in the least developed countries (LDCs) and small island developing states (SIDS).

Developing solar workforces, standardizing products, establishing infrastructure and creating awareness among policymakers in developing nations.

STAR C project will initially work on the Economic Community of West African States (ECOWAS), the East African Community (EAC) and the Pacific Community (SPC)/Pacific Island Forum (PIF).
