India and USAID Join Forces for Green Railways: Cabinet Approves MoU

This significant agreement, first inked in June 2023, aims to support Indian Railways in achieving its ambitious mission of Net Zero Carbon Emission by 2030.

The Union Cabinet, under the leadership of Prime Minister Narendra Modi, has been briefed on the signing of a pivotal memorandum of understanding (MoU) between India and the United States Agency for International Development/India (USAID/India). 

This significant agreement, first inked in June 2023, aims to support Indian Railways in achieving its ambitious mission of net zero carbon emission by 2030.

The MoU serves as a platform for collaboration, fostering interactions between Indian Railways and USAID/India to share the latest developments and knowledge in the railway sector. 

The agreement also opens avenues for training, seminars, and workshops, focusing on specific technology areas like Renewable Energy and energy efficiency.

USAID/India has previously collaborated with Indian Railways, focusing on the deployment of rooftop solar across railway platforms, demonstrating a shared commitment to sustainable energy practices.

The key areas of cooperation outlined in the MoU include long-term energy planning, emphasizing clean energy for Indian Railways, development of an Energy Efficiency Policy and Action Plan for Indian Railway Buildings, planning for clean energy procurement to achieve Indian Railway’s net-zero vision and technical support for addressing regulatory and implementation barriers. 

It also includes bid design and bid management support for large-scale renewable procurement and support for the promotion of e-mobility within the Indian Railways.

The understanding is effective as of the signing date and is expected to continue for five years or until the effective end of the South Asia Regional Energy Partnership (SAREP), whichever period is shorter.

The signing of this MoU is a significant stride towards supporting Indian Railways in its mission to achieve net zero carbon emissions by 2030. The collaboration is expected to reduce dependence on imported fuels, such as Diesel and Coal, and promote the deployment of Renewable Energy (RE) plants. 

Technical assistance under this MoU is anticipated to be provided by USAID as part of the South Asia Regional Energy Partnership (SAREP) initiative.
