Himachal Pradesh Chief Minister Thakur Sukhvinder Singh Sukhu has inaugurated the state’s first solar power project integrated with a battery energy storage system (BESS) at Rongtong in Kaza, Spiti Valley, and laid the foundation stones for two substations worth INR 47.95 crore to strengthen power supply in remote border areas.
The 2 MW solar power plant, equipped with a 1 MWh BESS, was developed at a cost of INR 4.42 crore at an altitude of approximately 3,600 metres above sea level. The project is expected to generate around 36 lakh units of electricity annually.
Construction began on May 30, 2023, and the plant was commissioned in December 2024. It generated 22,58,752 units of electricity during FY 2024-25, FY 2025-26 and up to September 30, 2026.
The Chief Minister said that the project would help address concerns over electricity supply reliability in Spiti Valley and strengthen the region’s power infrastructure. He also announced that the Rongtong hydel power project would be made fully functional, with an investment of INR 6 crore.
Sukhu laid the foundation stones for 66/22 kV substations at Sumdo in Kinnaur district and Kaza in Lahaul-Spiti, with a combined project cost of INR 47.95 crore. Located in strategically important border areas, the substations are expected to improve voltage regulation, reduce technical losses and strengthen electricity supply to Kaza, Sumdo and adjoining regions.
Currently, electricity supply to Spiti is primarily routed through the 66/22 kV substation at Pooh in Kinnaur district via an approximately 200-km-long 22 kV Pooh-Kaza feeder. The proposed substations are expected to improve network reliability and support rising demand from tourism, local development, healthcare facilities and other essential services.
The Chief Minister also inaugurated two road projects in Lahaul-Spiti. The Chhidang-Tangti Khar Telling Road in Pin Valley, constructed at a cost of INR 39.55 crore, is intended to improve all-weather connectivity to remote tribal communities. The upgraded road includes safety provisions such as crash barriers, parapets, signages and speed breakers.
Additionally, the INR 24.36 crore upgradation of the 12-km Tanzit-Hikkim Road in Spiti Valley was inaugurated to improve access to Hikkim village and facilitate the movement of agricultural produce, essential goods and tourists.
The solar project, substations and road infrastructure formed part of development projects worth INR 116.28 crore inaugurated or taken up by the Chief Minister in Lahaul-Spiti. The initiatives aim to improve electricity reliability, connectivity and access to essential services in the state’s remote, high-altitude regions.
