Haryana Proposes Amendments to Rooftop Solar Regulations to Align with PM Surya Ghar Yojana

The Haryana Electricity Regulatory Commission (HERC) has proposed a second amendment to its rooftop solar regulations to boost prosumer participation and align with the Centre’s PM Surya Ghar: Muft Bijli Yojana. Last date for submitting comments/objections is August 14, 2025.

The Haryana Electricity Regulatory Commission (HERC) has released a draft of its second amendment to ‘Haryana Electricity Regulatory Commission (Rooftop Solar Grid Interactive Systems Based On Net Metering/Gross Metering), Regulations, 2021’, proposing changes to align state policy with evolving national priorities, including the central government’s PM Surya Ghar: Muft Bijli Yojana.

In a forward-looking move, HERC now proposes to compensate consumers for surplus solar power injected into the grid at 75 percent of the last discovered SECI tariff or a reference rate notified by the Commission.

Importantly, the amendment also clarifies that any excess electricity units generated during a financial year will be reset to zero at the beginning of the next settlement period (April–March). Additionally, consumers exiting the system will receive compensation for their unused energy credits at the same 75 percent rate.

The draft amendment eliminates the existing clause that restricted rooftop solar generation to 90 percent of annual consumption – a limitation first introduced in the Forum of Regulators’ (FOR) 2013 model but later dropped in 2019.

The regulatory overhaul comes on the heels of multiple national and state-level developments. HERC had previously abolished Monthly Minimum Charges (MMC) in its FY 2025–26 Aggregate Revenue Requirement (ARR) order, replacing them with fixed charges. This structural shift further bolsters Haryana's support for prosumers — individuals or entities that both produce and consume electricity — by improving the economics of rooftop solar.

Several other State Electricity Regulatory Commissions (SERCs) have already updated their regulations in line with the PM Surya Ghar Yojana, and HERC’s proposed amendment marks Haryana’s effort to stay in step with the broader renewable energy ecosystem.
