Haryana Mandates EV Charging Infrastructure in New Residential and Commercial Buildings

Haryana has amended its Building Code to make EV charging infrastructure mandatory in eligible residential and non-residential buildings, requiring dedicated charging spots and EV-ready parking provisions for new and renovated projects.

The Haryana Government has made electric vehicle (EV) charging infrastructure mandatory in new and renovated residential and commercial buildings, amending the Haryana Building Code (HBC)-2017 to support the state's transition towards cleaner mobility.

The amendment, notified by the Town and Country Planning Department, introduces revised provisions under Chapter 6 of the building code and applies to projects with parking facilities for at least 10 cars.

Under the new norms, commercial and non-residential developments, including shopping malls, hotels, office complexes and commercial centres, must provide a minimum of one EV charging spot for every three parking spaces. Additionally, all parking bays in such projects must be EV-ready, with conduits and supporting infrastructure installed for future charger deployment.

For residential developments such as group housing societies, cooperative housing projects and residential complexes managed by Resident Welfare Associations (RWAs), developers will be required to provide at least one EV charging spot for every five parking spaces. The revised code also mandates 100 percent EV-ready parking infrastructure in all new and renovated residential projects.

The government has permitted EV charging stations to be installed in basements and stilt parking areas, subject to compliance with fire and electrical safety requirements. Such installations will require certification from the Fire Department.

As part of the new regulations, developers will have to disclose the allocation of EV charging spots while seeking Occupation Certificates for their projects.

The amendment also provides relief to residents of existing buildings by allowing individual allottees to install EV charging facilities in their designated parking spaces. However, these installations must adhere to prescribed electrical and fire safety standards and obtain approvals from both the Fire Department and the concerned power distribution company.

To facilitate safe deployment of charging infrastructure, the state government has directed the Fire and Emergency Services Department to prepare comprehensive fire safety guidelines in consultation with the electricity department. Haryana Vidyut Prasaran Nigam Ltd. (HVPNL) has been asked to assist in formulating the required electrical safety norms.

The move is expected to accelerate EV adoption in Haryana by ensuring widespread availability of charging infrastructure in residential and commercial developments while enhancing safety standards for charger installation and operation.
