Haryana Invites Online Tenders for Solar Water Pumping Systems
The Haryana Renewable Energy Development Agency (HAREDA) unveiled a comprehensive plan for the installation of stand-alone off-grid Solar Photovoltaic Water Pumping Systems (SPWPS), and is inviting online tenders for the design, manufacture, supply, transport, installation, testing, and commissioning of these systems.

The Haryana Renewable Energy Development Agency (HAREDA) unveiled a comprehensive plan for the installation of stand-alone off-grid Solar Photovoltaic Water Pumping Systems (SPWPS), and is inviting online tenders for the design, manufacture, supply, transport, installation, testing, and commissioning of these systems.
This initiative, under Component-B of the PM-KUSUM scheme by the Ministry of New and Renewable Energy (MNRE), is poised to transform agricultural practices in Haryana, with a robust plan encompassing technical, operational, and maintenance aspects.
The comprehensive scope of work for vendors involves designing and manufacturing SPWPS with capacities ranging from 3 to 10 HP, ensuring they adhere to MNRE specifications and BIS standards. Vendors are responsible for the installation, testing, and commissioning of approximately 35,000 SPWPS units, with each unit covered under a 5-year system warranty. This includes a mandatory repair and maintenance service for the same period.
The tender notice, numbered 02/2023-2024, falls under Group-II and is superscribed as 100/HR/RC/E-5/2024-25. The detailed tender documents are available on the Haryana e-Tenders portal. Key dates for this tender include the start date of April 4, 2024, and several deadlines are set to ensure a smooth bidding process. Bidders must submit their Earnest Money Deposit (EMD), tender fee, and e-service fee by the specified dates. For those opting to pay through Net Banking or Debit Card, the deadline is up to noon on the last date of submission of technical bids. Alternatively, those using RTGS/NEFT must complete their payment by July 5, 2024, 2:00 PM. The final submission of online bids is due by July 8, 2024, 2:00 PM, with the technical bids being opened on the same day at 2:30 PM. The date for opening financial bids will be decided later. All bid rates must remain valid until December 31, 2024.
The fees associated with this tender are structured to support participation from various bidders. The tender document fee is waived for Haryana-based manufacturing Micro and Small Enterprises (MSEs) and Khadi Village Industries Units, as per the Haryana State Public Procurement Policy for MSMEs. For other bidders, the fee is set at INR 5000. Similarly, the EMD is nil for eligible Haryana-based MSEs and Khadi Village Industries Units but is INR 2,00,000 for other bidders. Additionally, an e-service fee of INR 1000 applies to all participants.
Payments for these fees can be made online through Net Banking, Debit Card, or RTGS/NEFT. Bidders are advised to follow the detailed instructions provided in the 'Instructions to bidder on Electronic Tendering System' available on the DSND Haryana Downloads Page and the NIC Portal.
Eligibility criteria are specified within the tender documents and include requirements such as valid GST and PAN registrations. Bidders must not be debarred or blacklisted by any government department or agency. The tender process requires bidders to register on the Haryana e-Tender portal, where they must create a user account and submit their bids online, digitally signed using a Digital Signature Certificate (DSC).
