Gujarat Urja Vikas Nigam (GUVNL) has floated a tender for procuring power from 250 MW grid-connected wind power projects with a greenshoe option of an additional capacity of up to 250 MW.

The projects must be located at the locations chosen by the bidders anywhere in India at its own discretion of cost, risk and responsibility. In case of Inter-State Projects and Projects connected through the CTU Network, all the transmission charges and losses up to the delivery point must be borne by the bidder.

Bidders need to pay INR 25,000 (plus GST) as a tender document fee and another INR 3 lakh (plus GST) as a processing fee. They also need to furnish INR 13 lakh/MW as an earnest money deposit (EMD).

The last date for submission of bids is November 3, 2025. The techno-commercial bids will be opened on November 7, 2025.

Eligible bid capacity for bidding for Intra-State projects will be a minimum of 10 MW, and for Inter-State projects will be a minimum of 50 MW. The maximum eligible bid capacity will be 250 MW for both ISTS and InSTS connected projects.

The bidders are free to choose the CTU/GETCO substations for interconnection of the project to the grid.

GUVNL will enter into a PPA with successful bidders for a period of 25 years.

“Projects under construction, projects which are not yet commissioned and projects already commissioned but do not have any long term PPA with any agency and selling power on short-term or merchant plant basis will, however, be considered, in case these projects are not already accepted under any other Central or State Schemes and do not have any obligations towards existing buyers,” stated the RfS document.

The offered/declared annual CUF must not be less than 25 percent.

The type-certified wind turbine models listed in ‘Approved list of Models and Manufacturers (Wind)’ must be used in the projects.

The net worth of the bidder must not be less than INR 1.27 crore/MW in the last financial year.
