Gujarat Amends Net-Metering Rules to Ease Rooftop Solar Adoption Under PM Surya Ghar Scheme

The Gujarat Electricity Regulatory Commission has amended its net-metering rules, simplifying rooftop solar approvals by removing the requirement of a separate written connectivity agreement between consumers and distribution companies for systems installed under the PM Surya Ghar Muft Bijli Yojana.

The Gujarat Electricity Regulatory Commission (GERC) has issued the Fifth Amendment to its Net Metering Rooftop Solar PV Grid Interactive Systems Regulations, 2016, introducing key changes aimed at streamlining rooftop solar installations across the state.

The amendment removes the requirement for a separate written connectivity agreement between consumers and distribution companies (discoms) for systems installed under the PM Surya Ghar Muft Bijli Yojana.

Instead, consumers will be deemed to be bound by the existing net-metering regulations. The date of commissioning of the rooftop solar plant will now automatically be considered the commencement date of the agreement.

However, Discoms must formally notify applicants, against proper receipt, about the agreement commencement date and the applicable rate for surplus power procurement.

The amendment has also revised Regulation 8(2), aligning grid connectivity levels for rooftop solar systems with the voltage norms specified under the GERC Electricity Supply Code Regulations, 2015, as amended from time to time.
