GRIDCO Invites EoI for RE Demand Aggregation in Odisha

GRIDCO Ltd., the nodal agency for renewable energy in Odisha, has issued an Expression of Interest (EoI) seeking applications for Renewable Energy (RE) Demand Aggregation.
This initiative is part of Odisha’s commitment to transitioning to cleaner energy sources and aligning with the Odisha Renewable Energy Policy (OREP) 2022.
The EoI is open for online submissions only, with detailed documents available on the official portal. The cost for obtaining the EoI document is INR 1,180.00 (Indian Rupees One thousand one hundred eighty only), inclusive of Goods and Services Tax at 18 percent. The submission window opened on April 22, 2025, and will close on May 28, 2025. A pre-EoI submission meeting is scheduled for April 30, 2025, in virtual mode, with the meeting link to be shared on the official portals.
GRIDCO aims to develop approximately 10.96 GW of renewable energy capacity by 2030, which includes 7.5 GW from solar, 2 GW from wind, 0.19 GW from small hydro, 0.06 GW from large hydro, and 1.2 GW from pumped storage projects.
This EoI seeks participation from industries and consumers in Odisha with a minimum contract demand of 500 kW. The goal is to aggregate RE demand and offer lower tariffs through economies of scale, while assisting consumers in meeting Renewable Purchase Obligations (RPOs) and decarbonisation targets. By aggregating the RE demand, GRIDCO aims to make renewable energy procurement more affordable for industries, thereby contributing to Odisha's green energy transition.
Industries opting to procure RE through GRIDCO can benefit from various incentives under the OREP 2022. These include no cross-subsidy surcharge on RE procurement, an exemption of 50 paise/unit on electricity duty for 15 years (extended to 20 years for projects commissioned before March 30, 2026), and an STU charge exemption of 20 paise/unit for 15–20 years depending on commissioning timelines. Furthermore, there will be a 25 percent–50 percent exemption on wheeling charges, based on the location of injection and drawl points. Additionally, energy storage projects sourcing renewable energy within Odisha will be exempt from electricity duty.
Eligible applicants must be operating within Odisha and meet a minimum contract demand threshold of 500 kW. They should be sourcing power through Odisha DISCOMs, captive generation, open access, or third-party purchase arrangements, and must possess a valid GSTIN and PAN.
Interested applicants are encouraged to submit their queries by email at least two days before the pre-EoI meeting. The final EoI must be submitted through the designated online portal by the specified deadline.
