GRIDCO Invites Bids for 500 MW Energy Storage Capacity in Odisha
The selected bidder will be responsible for supplying power to GRIDCO for a period of 5 years from a technology-agnostic energy storage system (ESS), starting from April 1, 2026.

Grid Corporation of Odisha (GRIDCO), the state-owned power transmission utility in Odisha, has announced an invitation for bids in e-Tender mode for the provision of 500 MW of energy storage capacity.
The initiative aims to enhance the state's power infrastructure by integrating energy storage solutions with the Central Transmission Utility (CTU) or Odisha State Transmission Utility (STU), providing 5 hours of peak support over a 5-year period.
According to the tender document, GRIDCO is seeking bids from reputed and eligible bidders who can adhere to the specified terms and conditions. Interested parties are required to register on the e-tender portal at www.tenderwizard.com/GRIDCO. The registration fee for enrollment is set at INR 2360, which includes taxes at 18 percent, payable online through the portal. Additionally, a tender fee of INR 2360 is also required for accessing the bidding documents.
According to the Request for Services (RFS), the selected bidder will be responsible for supplying power to GRIDCO for a period of 5 years from a technology-agnostic energy storage system (ESS), starting from April 1, 2026. The setup of the ESS and its interconnection with the ISTS/Odisha STU will also fall under the purview of the selected bidder.
The RFS emphasizes that the nature of the ESS chosen by the bidder is technology-agnostic, as long as it meets the defined criteria and performance standards outlined in the RFS and the energy storage power agreement (ESPA). Additionally, the Energy Storage System Developer (ESSD) is mandated to inject power into the CTU/Odisha STU network in alignment with dispatch instructions from the State Load Dispatch Centre, Odisha (OSLDC), in consultation with GRIDCO.
A pre-bid meeting is scheduled on April 6, 2024, with GRIDCO’s response to queries expected by 15:00 hrs on April 12, 2024. Submissions for bids are to be made by 15:00 hrs on April 23, 2024, with the opening of applications set for April 24, 2024.
Intimation to qualified bidders will be provided on April 30, 2024, with the opening of bids scheduled for May 8, 2024. The e-reverse auction will commence on May 8, 2024, and will be closed on the same day. The letter of award (LOA) will be issued on May 20, 2024, with the validity of bids set at 120 days from the bid due date.
