Govt Net Metering, Open Access Projects Bided Out Before August 31, 2025 Exempt from ALMM for Cells

MNRE has clarified that government solar projects under net metering, behind-the-meter, and open access with bid deadlines on or before August 31, 2025, will be exempt from using ALMM List-II solar cells, though ALMM List-I module compliance will still apply.

The Ministry of New and renewable energy (MNRE) has clarified that government projects under net metering, behind-the-meter and open access mechanism will be exempt from using solar cells from ALMM List-II if the last date of bid submission is on or prior to the cut-off date of August 31, 2025.

The MNRE, in a notification, further stated that requisite ALMM compliance for such Government projects shall be limited only to using solar PV modules enlisted in ALMM List-I for solar PV modules.

The Ministry earlier clarified that projects bided out before the cut-off date will be exempt from the requirement of using solar PV cells from ALMM List-II, even if their date of commissioning is beyond June 1, 2026.

However, this round of interpretation came after clarification was sought from MNRE as a clause in the earlier notification (dated July 28, 2025) appears to contradict the bid-date based exemption by mandating that net metering and open access projects commissioned on or after June 1, 2026 must use solar PV cells from ALMM List-II, regardless of bid date.

Notwithstanding above, if such Government projects are under any scheme, programme or any other initiative, wherein it is mandated to use domestically manufactured solar PV cells and domestically manufactured solar PV modules, there shall be no relaxation in such domestic content requirement, clarified MNRE.

MNRE, in an earlier notification, emphasised that there shall be no relaxation in Domestic Content Requirement (DCR) provisions, wherever applicable in respect of MNRE's Schemes/programs like Components B and C of PM-KUSUM, PM Surya Ghar Muft Bijli Yojana and CPSU Scheme Phase-II.

Last month, the MNRE notified that the cut-off date for the implementation of ALMM List-II for solar PV cells will be one month after the publication of the list. Since, the Ministry published the first edition of ALMM List-II for solar PV cells with a total capacity of 13,066 MW from six cell manufacturers on July 31, 2025, the cut-off date is set at August 31, 2025.
