Govt. Issues Guidelines for INR 3,731 Crore GOBARdhan Scheme

The Government of India has issued component-wise operational guidelines under the GOBARdhan (Galvanizing Organic Bio-Agro Resources Dhan) Scheme for the development of the Compressed Biogas (CBG) sector.

The Ministry of Petroleum and Natural Gas issued an Office Memorandum dated September 15, 2026, stating that the GOBARdhan Scheme has been approved with a total outlay of INR 3,731 crore for the period from FY 2026-27 to FY 2035-36.

The scheme comprises six components: CBG Offtake Assurance Mechanism, CBG Pricing Framework, Capital Assistance, Development of Pipeline Infrastructure, Credit Guarantee Support, and the CBG Ecosystem Challenge Fund.

The operational guidelines provide the framework for implementing these components under the scheme.

The guidelines also include provisions for assessing and ranking districts based on specified parameters. The Project Management Agency (PMA) will specify the applicable assessment period, information requirements, list of district-level approvals, documentary evidence and detailed scoring methodology, subject to approval by the Project Approval Board (PAB).

Districts will be ranked based on their aggregate scores. In case of a tie, the district with the higher score under Parameter 3 will be ranked higher. If the tie continues, the district with the lower average turnaround time under Parameter 2 will receive the higher ranking.

For Parameters 2 and 3, a Unique CBG Plant Application refers to an application relating to one identifiable CBG plant or project. Regardless of the number of individual applications, permissions, approvals or clearances required for a plant, each CBG plant will be counted only once.

The Ministry said the memorandum was issued with the approval of the Minister of Petroleum and Natural Gas.
