The Ministry of Heavy Industries (MHI) has invited global bids for the selection of beneficiaries to establish giga scale Advanced Chemistry Cell (ACC) battery manufacturing facilities with a cumulative capacity of 10 GWh under the Production Linked Incentive (PLI) Scheme for ACC Battery Storage.
According to the ministry, the manufacturing capacity has been earmarked for Grid Scale Stationary Storage (GSSS) applications to support India's growing energy storage requirements driven by rapid renewable energy deployment.
The bidding process will be conducted online through a transparent two stage Quality and Cost Based Selection (QCBS) mechanism on the Central Public Procurement (CPP) Portal. Tender documents have been made available from July 15, 2026. A pre bid conference is scheduled for July 29, 2026, while the last date for submission of bids is October 13, 2026. Technical bids will be opened on October 14, 2026.
The initiative forms part of the National Programme on Advanced Chemistry Cell (ACC) Battery Storage, approved by the Union Cabinet in May 2021 with a total budgetary outlay of INR 18,100 crore. The programme aims to establish 50 GWh of domestic ACC manufacturing capacity, reduce India's dependence on imported battery cells, and create a globally competitive battery manufacturing ecosystem by encouraging investments from domestic and international manufacturers.
The ministry stated that 40 GWh of the targeted 50 GWh manufacturing capacity has already been awarded to domestic manufacturers under the PLI ACC Scheme.
The remaining 10 GWh capacity, dedicated to grid scale stationary storage applications, is expected to strengthen India's energy storage infrastructure, support higher renewable energy integration into the power grid, improve energy security, reduce import dependence, and accelerate the development of a robust domestic battery manufacturing industry.
