Government issues Draft policy on usage of surplus coal

Captive coal blocks were allocated for captive consumption in specified end uses to meet the coal requirement of the associated end use plant(s) in pursuance to the Coal Mines (Nationalisation) Act, 1973. As per the guidelines/conditions of allocation, modalities of disposal of surplus coal/middlings/rejects would be as per the prevailing policy/instruction of the Government at the relevant point in time and could also include handing over such surplus coal/middlings/rejects to the local Coal India Limited subsidiary or to any person designated by it at a transfer price to be determined by the Government. The Government has formulated a draft policy on usage of surplus coal including middlings, rejects, etc. which is under finalization in consultation with the concerned Ministries/Departments. 

The Minister said that the Coal Controller’s Organisation has been assigned the task of monitoring of development of captive coal blocks including production and utilization of coal produced. In order to further improve monitoring of production and utilization of coal from the captive coal blocks which have come under production, coal bearing State Governments have been requested to include such monitoring as a regular agenda item in the meeting of the State level Monitoring Committee constituted under the Chairmanship of Chief Secretary of the State.
