Government Halts Reimposition of ALMM Regulation Amid Industry Concerns

The Ministry of New and Renewable Energy (MNRE) has opted to put on hold its recent decision to reimpose the Approved List of Models and Manufacturers (ALMM) regulation, initially slated to come into force from April 1, 2024.
The decision dated February 9, 2024, was followed by a surge of inquiries and concerns voiced by stakeholders regarding the reintroduction of the ALMM. The proposed mandate included exemptions for solar projects in advanced stages of construction, provided that module orders were placed prior to March 31, 2024.
However, the introduction of the regulation with certain exemptions sparked confusion within the solar industry, particularly regarding the definition of 'advanced stages of construction' and which projects would qualify for this exemption.
Furthermore, the MNRE's previous order had indicated that the ALMM would encompass various project categories, including government-subsidized projects and those intended for use by government entities or distribution companies.
In response to the inquiries and the prevailing confusion, the MNRE has chosen to suspend the implementation of the ALMM regulation until further clarification is provided.
