Global Biofuels Alliance Launches Global Biofuel Champion Fellowship to Accelerate Worldwide Net-Zero Transition

Global Biofuels Alliance (GBA) has launched its flagship Global Biofuel Champion Fellowship (GBCF) Programme during a high-level hybrid convening held at the India Habitat Centre.

The ceremony formally inducted its inaugural cohort of exceptional early-career researchers and practitioners into the GBA ecosystem. These individuals will serve as officially designated GBA Ambassadors for the next two years to accelerate the net-zero transition worldwide.

Initially conceptualised at COP30 in Brazil, the GBCF programme establishes a world-class institutional architecture designed to dismantle geographical and disciplinary boundaries. By transforming raw academic research into actionable, market-ready industrial solutions, the programme bridges the gap between laboratory innovation and real-world policy implementation.

The inaugural global call mobilised widespread interest, engaging over 200 premier universities and 100 leading think tanks across multiple continents. From a highly competitive pool spanning 32 nations, a meticulous three-tier international expert evaluation selected the final 15 fellows. The inductees represent elite global research institutions, including the University of Michigan, the University of Manchester, Monash University, Polytechnique Montréal and premier research hubs across Africa, Brazil and India.

In a specialised keynote address, Dr Neeraj Mittal, Secretary of the Ministry of Petroleum and Natural Gas (MoPNG), India, and Interim Director General of the GBA, underscored that the transition to a sustainable future has evolved into an immediate operational imperative. Delivering his address virtually, Dr. Mittal presented India’s recent bioenergy trajectory as an open-source blueprint for the international community, demonstrating how decisive policy frameworks yield significant economic and environmental dividends.

India's Global Vanguard Blueprint highlights significant progress across key areas of the clean energy transition. The country achieved its ambitious 20 percent ethanol blending target ahead of schedule in 2025, resulting in foreign exchange savings of nearly USD 16–17 billion while generating more than USD 12.5 billion in additional income for agricultural communities. 

Advancing the circular economy, initiatives such as the Panipat 2G Refinery are converting agricultural paddy straw waste into clean, renewable transport fuel, addressing both environmental and energy challenges. Under the SATAT initiative, 210 Compressed Biogas (CBG) plants have already been commissioned, with another 334 under active construction. 

Supported by a phased CBG Blending Obligation that will increase to 5 percent by FY 2028–29, estimates from the International Energy Agency (IEA) suggest that utilising just one-third of India's untapped CBG potential could fully replace the country's LNG import requirements. Looking ahead, the blueprint is also targeting hard-to-abate sectors by introducing Sustainable Aviation Fuel (SAF) mandates for international flights, beginning with a 1 percent blending target in 2027 and gradually increasing to 5 percent by 2030.

Josh Wycliffe, Director, GBA said that “TPO ensures the fellowship delivers sustained geopolitical and technical value beyond the initial launch event, the GBA leadership has introduced a futuristic post-event roadmap designed to maximise the long-term impact of the newly inducted Ambassadors.” 

The list includes Sovereign Tech-Transfer Taskforces to be established, with ambassadors leading regional technical units to translate successful experiences from pioneering member countries into customised bioenergy feasibility roadmaps for non-member governments. The Global Biofuels Alliance (GBA) will also launch a monthly ‘Fuelling the Future’ masterclass series, complemented by a decentralised open-data digital platform that will enable real-time cross-border technical collaboration and position the Alliance as a global hub for knowledge sharing. In addition, fellows will serve as zero-cost technical advisors to local diplomatic missions through a diplomatic shadowing programme, culminating in joint mid-term policy briefings at major international forums such as COP and the World Economic Forum (WEF). These engagements are designed to showcase tangible progress and deliverables to donor organisations and member states while strengthening international cooperation on bioenergy.

The event featured a Fireside Dialogue as well, titled ‘The Flex-Fuel Horizon: Scaling Blending Mandates through Collaborative Global Research’. Prominent industry and policy leaders—including Ravi Gupta (Executive Director, Renuka Sugars and Chairman, IFGE), Vikram Gulati (Country Head and Executive V.P., Toyota Kirloskar Motors) and A.A. Sahney (Chairman and Managing Director, Indian Oil Corporation Limited)—unpacked the critical need for innovative commercial business models and cross-border support as governments advance past standard blending targets toward full flex-fuel regimes.

The formal programme concluded with the ‘Voices of the Champions’ segment, featuring rapid-fire research overviews from the newly inducted fellows, complemented by strategic insights from the programme's global Mentorship Committee.

Following the formal hybrid session, the convening transitioned into an exclusive networking hour. Locally based diplomats, non-member country focal points and institutional partners engaged directly with GBA leadership to discuss bilateral clean energy frameworks, technical capacity building and future member onboarding.
