GERC Proposes Extension of Green Open Access Banking Charge at INR 1.50/Unit till August 2026

The Gujarat Electricity Regulatory Commission has proposed extending the banking charge of INR 1.50 per unit for green energy open access consumers in Gujarat until August 31, 2026, through a draft amendment to its Green Energy Open Access Regulations.

The Gujarat Electricity Regulatory Commission (GERC) has proposed extending the existing banking charge of INR 1.50 per unit under the state's Green Energy Open Access framework until August 31, 2026, pending notification of revised charges.
 
GERC has issued the draft Gujarat Electricity Regulatory Commission (Terms & Conditions for Green Energy Open Access) (Fifth Amendment) Regulations, 2026, seeking stakeholder comments on amendments to the Green Energy Open Access Regulations, 2024. The proposal aims to continue the current banking charge mechanism while the Commission works on a separate framework for future banking charges.
 
Under the draft amendment, the Commission proposes to modify Regulation 1(4) to specify that the banking charge prescribed will remain in force from the date of notification of the amendment until August 31, 2026, or until a separate notification is issued determining a new charge structure.
 
GERC has also proposed amending Regulation 17.6(viii) to continue the banking charge at INR 1.50 per unit for green energy consumers availing banking facilities under open access arrangements. The Commission stated that the charge would remain applicable during the interim period and would be replaced once a revised banking charge is notified through a separate regulatory process.
 
The move provides short-term regulatory certainty for renewable energy generators and open access consumers in Gujarat while allowing the Commission additional time to determine a long-term banking charge framework.
