GERC Approves PPA between GUVNL and SECI for 700 MW Solar Project

GUVNL submitted the agreement executed on October 16, 2023, between GUVNL and SECIL for the procurement of power at a tariff of INR 2.57/kWh.

The Gujarat Electricity Regulatory Commission (GERC) has approved a petition filed by Gujarat Urja Vikas Nigam Limited (GUVNL) seeking approval of a Power Purchase Agreement signed with Solar Energy Corporation of India (SECI). 

The agreement pertains to the procurement of 700 MW of power from a solar photovoltaic (PV) power plant to be set up under the Ministry of New and Renewable Energy's (MNRE) CPSU Scheme Phase-II, Tranche-III, awarded by the Indian Renewable Energy Development Agency (IREDA).

The petition, filed under Section 86(1)(b) of the Electricity Act, 2003, was heard by the Commission in December 2023. GUVNL submitted the agreement executed on October 16, 2023, between GUVNL and SECIL for the procurement of power at a tariff of INR 2.57/kWh.

Additionally, GUVNL filed an application, IA No. 64 of 2023, seeking the impleadment of SECI as a respondent in the petition. The application was accompanied by an amended memo of parties. Responding to the query of the Commission, it was clarified that initially, SECI had offered 1200 MW of solar power to GUVNL at a rate of INR 2.45/kWh. However, due to revised usage charges and a decrease in capacity to 700 MW, the tariff was revised to INR 2.57/kWh.

Sanjeev Singh, representing SECI, expressed no objection to the impleadment and requested approval of the Power Purchase Agreement dated October 16, 2023. After considering the submissions, the Commission decided to implead SECI as a respondent and allowed IA No. 64 of 2023.
