GEDA Invites Bids for Empanelling Consultants for Research on Solar Waste Recycling

The Gujarat Energy Development Agency (GEDA) has invited Expressions of Interest (EoI) to select a consultant firm or expert agency for preparing a feasibility report on recovering valuable materials from solar waste and e-waste. Bid submission ends on May 23, 2025.

Gujarat Energy Development Agency (GEDA) has invited Expression of Interest (EoI) for selection of consultant firm/expert agency for preparation of feasibility report for research study on the recovery of valuable materials from solar waste and e-waste.

The selected organisations/agencies will be responsible for conducting research to establish a mechanism for the recycling of solar waste, glass, copper, silver, and aluminium.

With the cooperation of the selected organizations/agencies, they will develop technologies to produce high-value recycled products from waste materials.

The scope of work also includes conducting high-level research spanning various PV technologies including cadmium telluride (CdTe), polycrystalline and monocrystalline and TOPCon.

The research will include extensive sampling of various solar panel waste types, focusing on both end-of-life panels and panels damaged during manufacturing, to establish efficient extraction methods for valuable elements like silicon, silver, and indium.

 “A comprehensive research paper will be developed, summarising the findings from the different research areas, detailing the most effective recycling methods for each type of material, and proposing innovative solutions for improving the recovery rates and economic viability of solar waste recycling,” noted the EoI document.

The viability of recycling materials such as silicon, silver, copper, and aluminum will be assessed through economic feasibility studies, technological efficiency and environmental impact.

Subsequently, a detailed guideline for solar waste recycling will be prepared. The guideline will include pre-treatment processes, material recovery methods, regulatory compliance and safety protocols. The research and development efforts will be fully aligned with the Ministry of Power (MoP) guidelines for solar waste management, noted the EoI document.

Bidders need to pay INR 15,000 (plus GST) as a tender fee. Further, they need to furnish INR 7.5 lakh as an earnest money deposit (EMD).
The last date for submission of bids online is May 23, 2025 till 12:00 PM. The techno-commercial bids will be opened on the same day at 3:00 PM.

The bidder must have at least five years' experience in conducting research on solar cells and modules or providing consultancy services on the recovery of valuable materials from solar waste and e-waste.

The bidder must have completed at least two research studies, assessments, or feasibility reports on solar waste recycling or e-waste recovery projects within the last five years.

Additionally, the bidder should have a track record in using innovative technologies and methodologies for waste recovery, particularly in solar waste and e-waste.
