GEDA Invites Bids for 300 MW Solar Projects with 150 MW/900 MWh BESS in Goa

Goa Energy Development Agency has issued a tender for the development of 300 MW STU-connected solar projects with 150 MW/900 MWh energy storage systems in Goa. Bid submission ends on March 6, 2026.

Goa Energy Development Agency (GEDA) has floated a tender for setting up 300 MW STU-connected solar PV power projects with 150 MW/900 MWh energy storage systems in Goa.

The project must be developed on a Build-Own-Operate-Transfer (BOOT) basis in Goa and connected to the STU network. The bidders will also be required to develop the associated evacuation system, including transmission lines, new pooling substation construction, and existing grid substation upgradation. The projects must be completed within 24 months.
 
Bidders need to pay INR 59,000 as a tender document fee and INR 3,000 as a processing fee. Further, they need to furnish INR 5 crore as an earnest money deposit (EMD). Selected bidders must submit INR 15 crore as a performance bank guarantee (PBG).
 
The last date for submission of bids is March 6, 2026. The techno-commercial bids will be opened on March 9, 2026.
 
The project features a six-hour storage system and will deliver firm, dispatchable renewable power, ensuring reliable peak supply from 6 PM to 9 AM the next day.
 
The Battery Energy Storage System (BESS) of 6-hour storage duration with proportionate capacity corresponding to the allotted solar PV power projects can be installed and co-located at the project location. Alternatively, the BESS Capacity can be split and installed across Goa. The developer shall be allowed to buy the charging power from the Grid during peak generation hours.

The developer must ensure that the annual CUF shall in no case be more than 28 percent. “In each Contract Year, the GEDA agrees and undertakes to offtake energy up to the annual CUF of 19 percent,” mentioned the tender document.

Further, the developer must ensure that the Battery Energy Storage System (BESS) is available for at least 95 percent of the BESS capacity on a monthly basis.
 
The bidder must have a contiguous land parcel at a single location, suitable for development of a 300 MW (AC) solar PV power project, to the extent of a minimum of 650 acres.

The bidder must possess prior experience in design, engineering, supply, erection, testing and commissioning of ground-mounted solar PV power projects, either as an EPC contractor or as a solar power developer. The bidder must have cumulative experience of completed/ongoing work of at least 300 MW of ground-mounted solar power projects during the last five years.  And, the completed projects must have been in successful commercial operation for a minimum period of six months.

Additionally, the bidder must have erected, tested and commissioned under a single contract having at least three AIS Circuit Breaker equipped bays of 400kV or above voltage level, out of which one must be a transformer bay in one substation/switchyard during the last five years and these bays must be in satisfactory operation for at least one year.

As for financial eligibility, the bidder must have positive financial turnover in each of the last three financial years preceding the bid submission date. Additionally, the bidder must have a minimum net worth of INR 1,000 crore.
