Expression of interest for providing Consultancy Services for Solar Park in UP

As per guidelines enumerated in Solar Power Policy Uttar Pradesh 2013, to encourage installation of the solar power projects for electricity generation, UPNEDA intends to develop Solar Parks Projects in various districts of the State (minimum capacity 50 MW). To facilitate the process, Government of U.P will identify ideal land parcels all across the State for setting up these Solar Parks.

UPNEDA has already identified preliminary area of 151.64 hectares at Guda, Tehsil Orai District Jalaun and 41.81 hectares in Badholi, Tehsil Orai District Jalaun for setting up the solar park. The Solar Park is expected to house a number of projects. It is proposed that one or more blocks of land identified in the solar park will be allocated to different project developers in order to have a concentrated zone for solar development. Individual solar plants will be constructed on the land in a clustered fashion and within a defined timeline, sharing common transmission and infrastructure.

UPNEDA invites Expression of Interest ( EOI ) for selection of a Consultant for development of Strategy Plan document for Solar Park (s) in the state of Uttar Pradesh with detailed financial model for the next 5 years to ensure systematic planning, to prep are a Detailed Project Report (DPR) for the development of the Solar Park and provide Bid Advisory support in selection of Solar Project developers for setting up projects in the Solar Park(s) as per the Terms and Conditions mentioned in this EOI document.

Selection Process:

A two stage selection process will be adopted in evaluating the Offers. In the first stage, a technical evaluation will be carried out . The financial envelope of those applicants will be opened who qualify in “Minimum Eligibility Conditions” as mentioned below and who will score minimum 80 marks in “technical evaluation”. The Consultant with the lowest quoted price, among those that qualify after technical evaluation will be selected.

• Last date for receiving  queries/clarifications: 3rd August 2014
• Response by UPNEDA against queries/clarifications: 5th August 2014
• EOI Offer Due Date (i.e. date of receiving EOI and time): 20th August 2014, till 12.00 noon
• Opening of Technical Offers: 20th August 2014, till 12.30 pm
• Opening of Financial Offers: 25th August 2014
• Validity of Offers: 180 days from EOI Offer Due Date.
