Eleven Power Gets HERC Licence for Gurugram, Nuh

HERC grants Eleven Power a 25-year licence to distribute electricity in Gurugram and Nuh.

The Haryana Electricity Regulatory Commission (HERC) has granted Eleven Power Pvt. Ltd. a parallel electricity distribution licence for Gurugram and Nuh districts for 25 years, allowing consumers in the region to choose between two electricity distributors as the company develops its network.

The order marks Haryana’s first parallel distribution licence. The licence covers more than 8.3 lakh electricity consumers, including households, farmers, shops, commercial establishments and industrial units.

Parallel distribution licences allow multiple distribution companies to operate in the same geographical area. With the approval, Eleven Power will develop infrastructure across Gurugram and Nuh, including Manesar and Sohna, while the existing distribution licensee will continue supplying its consumers.

Electricity demand in the two districts is projected to increase significantly over the coming years. According to projections in Eleven Power’s petition, based on growth rates approved by HERC, annual electricity sales in the licence area are expected to rise from approximately 12,220 million units in FY 2024-25 to 18,224 million units by FY 2030-31.

The company has proposed an investment of INR 4,717 crore over five years to establish its distribution network. The investment will be deployed in phases between FY 2026-27 and FY 2030-31, with electricity supply planned to begin in FY 2027-28.

The network will be developed across five divisions: Gurugram Sub-urban, Gurugram City, Manesar, Sohna and Nuh. The company has proposed including Nuh in the first phase of development.

Eleven Power has committed to supplying electricity to all categories of consumers on a non-discriminatory basis. It has also undertaken to provide new connections upon request under Section 43 of the Electricity Act, within the timelines prescribed by HERC’s Electricity Supply Code.

The proposed distribution infrastructure will incorporate N-1 redundancy, a supervisory control and data acquisition (SCADA)-enabled high-tension network, a distribution management system and ring-main configurations. Underground cabling is planned across Gurugram district, while Nuh will have a combination of underground and overhead infrastructure.

The company also plans to deploy smart meters, digital billing systems and customer relationship centres. These measures are intended to support supply reliability, transparent billing and faster grievance resolution.

Eleven Power has proposed sourcing 80 per cent of its electricity from renewable energy, including through Firm and Dispatchable Renewable Energy (FDRE) contracts and the Green Day Ahead Market. Part of the renewable power procurement is expected to come from within Haryana. The remaining 20 per cent will be sourced from thermal power to support base-load requirements.

Sunil Sachdeva, chairman of Eleven, said that the order marked an important development for electricity consumers in Gurugram and Nuh by providing them with a choice of distributor. He said that the company would focus on reliable supply, timely connections and electricity procurement predominantly from renewable sources.

The approval comes amid rising electricity requirements in Haryana, particularly in areas experiencing rapid residential and industrial development. Commercial establishments, industrial units and high-rise residential buildings in the region continue to rely on diesel generators during power outages.

Across Haryana, nearly 1.3 lakh applications for new electricity connections and load enhancement, involving more than 2,400 MW of load, were pending as of October 2025.

Under the regulatory order, Eleven Power must submit a detailed implementation plan for its first phase and a protocol for consumers wishing to switch distributors within 60 days.

Electricity tariffs will remain subject to HERC regulation. Existing consumers will not need to take any immediate action, as the current distribution licensee will continue supplying electricity across the region. Consumers can opt for Eleven Power once its network reaches their area.
