Egypt Grants Golden Licences for AMEA Power's 1.5 GWh BESS Projects

Egypt has granted golden licences to AMEA Power's 1.5 GWh battery storage projects worth USD 800 million, advancing renewable energy deployment, grid stability and local battery manufacturing under its clean energy strategy.

 Egypt's Cabinet has granted golden licences to two battery energy storage system (BESS) projects being developed by AMEA Power-owned companies, with a combined capacity of 1.5 GWh and a total investment of USD 800 million.

The approvals support the country's efforts to accelerate renewable energy deployment, enhance grid reliability and reduce dependence on imported petroleum products.

The licences were issued to Nefertiti for Battery Energy Storage S.A.E. and Horus for Battery Energy Storage S.A.E. Under Egypt's golden licence framework, the projects receive a single comprehensive approval covering all required government permits, including construction, operation and land allocation, enabling faster project implementation.

As part of the approved investments, Nefertiti will develop a 1,000 MWh battery energy storage facility in the Benban area of Aswan Governorate with an investment of USD 450 million. The project will be built on a site spanning more than 214,000 square metres.

Horus will invest USD 350 million to establish a 500 MWh battery energy storage project in the Zaafarana area of Suez Governorate. The facility will occupy a site exceeding 177,000 square metres.

The projects follow agreements signed in June between AMEA Power, Egypt's Ministry of Electricity and Renewable Energy, and China Energy Engineering Corporation (CEEC). The agreements also provide for the establishment of a battery energy storage manufacturing facility with an annual production capacity of 3,000 MWh.

Egypt is ramping up investments in battery energy storage to support the growing share of solar and wind power in its electricity mix while improving grid flexibility and reliability. Electricity Minister Mahmoud Esmat has stated that the country aims to achieve 14,320 MWh of battery energy storage capacity by 2028.

The projects also align with the Ministry of Industry's strategy to integrate industrial development with renewable energy by creating clean energy based industrial corridors across the Red Sea, Gulf of Suez and Upper Egypt regions. The government expects the investments to strengthen domestic manufacturing capabilities and support the development of a local battery energy storage industry.
