DHBVN Calls for Applications to Establish 28.35 MW Solar Power Plants in Haryana
The total aggregate capacity for solar power plants to be established under this scheme is 28.35 MW, with DHBVN reserving the right to adjust capacity allocation at a later stage.

Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN) has initiated a walk-in application process, operating on a 'First Come First Serve Basis,' inviting farmers, groups of farmers, Panchayats, cooperatives, Farmer Producer Organizations (FPOs), and Water User Associations (WUAs) to participate in setting up decentralized grid-connected ground or stilt solar PV power plants.
These plants are intended to have a capacity ranging from 500 KW to 2 MW and will be linked to designated substations in rural areas identified by DHBVN.
Under this scheme, individuals and organizations are encouraged to utilize barren, uncultivable, pasture, or marshy lands for setting up solar power plants. Agricultural land can also be used provided that the solar plants are installed in a stilt fashion.
The total aggregate capacity for solar power plants to be established under this scheme is 28.35 MW, with DHBVN reserving the right to adjust capacity allocation at a later stage. The individual capacity of these plants will range from 500 KW to 2 MW and will be connected to substations operating at 38/11 kV, 66/11 kV, and 132 kV.
To set up a solar power plant, an approximate land requirement of 4 acres per MW is necessary, and preference will be given to installations within a 5 km radius of the respective substations to minimize transmission costs and losses.
Applicants are urged to carefully review the scheme document and Power Purchase Agreement (PPA) before submitting their applications. The solar power generated by these plants will be purchased by the Haryana Power Purchase Centre (HPPC) at a pre-fixed levelized tariff of INR 3.11/kWh, as per the notification by the Haryana Electricity Regulatory Commission.
DHBVN will issue a Letter of Award (LoA) to all successful applicants, with HPPC signing the PPA with them for the purchase of power at the pre-fixed levelized tariff for a duration of 25 years from the Commercial Operation Date (COD) of the plant.
The application process requires a non-refundable processing fee of INR 5000/MW plus 18 percent GST, along with an Earnest Money Deposit (EMD) of INR 1 lakh/MW in the form of a bank guarantee. Walk-in documents are available on the DHBVN website until February 23, 2024, with the deadline for submission of applications set for March 27, 2024.
Applicants must demonstrate sufficient funds for setting up the solar power plants, with proof of savings or arrangements through banks/financial institutions, representing at least 30 percent of the installation cost of INR 4 crores/MW.
Developers establishing these solar power plants will be recognized as Solar Power Generators (SPGs) under the scheme, contributing to the promotion of renewable energy and sustainable development in Haryana.
