DERC Clears BRPL-SECI 1,500 MW Solar Power PSA with 750 MW/3,000 MWh Storage

The Delhi Electricity Regulatory Commission (DERC) approves BRPL’s 1,500 MW solar-plus-3,000 MWh storage deal, securing competitive clean power to meet peak demand and RPO targets.

The Delhi Electricity Regulatory Commission (DERC) has approved the Power Sale Agreement (PSA) signed between BSES Rajdhani Power Ltd.(BRPL) and the Solar Energy Corporation of India for the supply of 1,500 MW of solar power supported by a 750 MW/3,000 MWh energy storage system.

The approval formalises a Power Sale Agreement signed between BRPL and the Solar Energy Corporation of India (SECI) earlier this year on March 13, 2025, under SECI’s 2,000 MW ISTS-connected solar scheme (Tranche XVII). The package includes 750 MW / 3,000 MWh of battery energy storage, a key addition that will enable BSES to serve Delhi’s peak evening load even after sunset.

The tariff for the project was discovered through competitive bidding and e-reverse auctions, settling at INR 3.52–INR 3.53 per unit, with SECI entitled to an additional trading margin of up to INR 0.07/unit in line with CERC guidelines. BRPL described the rate as among the most competitive in India’s renewable energy market and said the supply will help the utility meet demand while achieving Renewable Purchase Obligations.

Power will flow from four major developers contracted by SECI — NTPC Renewable Energy (500 MW), Reliance NU Suntech (700 MW), Sembcorp Green Infra (150 MW), and Solarcraft Power India 17 (150 MW). Supply from these projects is expected to begin 24 months after their respective PPAs take effect.

DERC had earlier granted in-principle consent in March 2025; with the final approval now in place, BRPL can move ahead with one of the capital’s largest clean energy procurement plans to date.
