The Delhi Electricity Regulatory Commission (DERC) has exempted domestic consumers from application fees for feasibility analysis and registration charges for rooftop solar systems up to 10 kW under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.

DERC exercised the powers under Section 181 read with Section 61(h), Section 86(1)(e) of the Electricity Act, 2003, Regulation 14 of DERC (Net Metering for Renewable Energy) Regulations, 2014, Guideline 11 of Guidelines under DERC (Net Metering for Renewable Energy) Regulations, 2014, to order the modifications.

The DERC order noted the provisions under Guideline 3(1) - Feasibility Analysis and Guideline 3(7) - Registration will be modified in the new Delhi Electricity Regulatory Commission (Net Metering for Renewable Energy) (First Amendment) Guidelines, 2025 to incorporate the changes.

Last month, the Andhra Pradesh Electricity Regulatory Commission (APERC) waived application fees and net metering charges for rooftop solar systems up to 10 kW to boost adoption under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.

Rajasthan has also introduced similar incentives by waiving application fees, security deposits, and meter testing charges for domestic consumers. These benefits will remain in place until the state achieves its target of 500,000 rooftop solar installations or any updated goal set by the government.
