Delhi Govt Approves Plan to Electrify Gramin Sewa Fleet
Gramin Sewa vehicle owners wishing to transition to electric vehicles must apply online via a faceless platform, using Aadhar for verification.

The Delhi government has recently granted approval to the plan of replacing the existing Gramin Sewa vehicles with electric alternatives, marking a significant step towards promoting cleaner transportation in the capital.
This decision comes as the current Gramin Sewa vehicles approach the end of their 15-year lifespan and are increasingly deteriorating.
In a briefing, Delhi Transport Minister Kailash Gahlot stated, “The Delhi Government is committed to making Delhi’s public transportation system more sustainable and environmentally friendly.”
“By replacing the old Gramin Sewa vehicles with electric ones, we are not only taking a significant step towards reducing pollution but also enhancing the travel experience for commuters. These new electric vehicles will offer greater comfort and efficiency, improving the overall quality of life for Delhi’s residents,” a reputed media outlet reported.
The government has outlined guidelines for the replacement process. Gramin Sewa vehicle owners wishing to transition to electric vehicles must apply online via a faceless platform, using Aadhar for verification. If Aadhar is unavailable, an enrolment ID can be utilized.
After submitting the application, the Registering Authority will issue a No Dues Certificate (NDC) within seven days. This certificate ensures that the vehicle has no unpaid taxes, fines, or legal issues and is clear on the National Crime Records Bureau (NCRB) database. Should any issues arise, the owner will be notified and must resolve them within the same timeframe.
Upon receiving the NDC, owners must take their vehicle to an authorised scrapping facility within 15 days. A Certificate of Deposit (COD) will be issued once the vehicle is scrapped.
With the NDC and COD in hand, owners can purchase a new electric Gramin Sewa vehicle, which can carry six passengers, from any authorised dealer. Following the purchase, they must apply for the vehicle’s registration through the same faceless process, providing necessary documents such as the NDC, COD, Aadhar, tax invoice, and paperwork from the vehicle manufacturer.
The Registering Authority will verify these details and update the vehicle’s registration under the Gramin Sewa Scheme, issuing a permit for the same route as the old vehicle.
Introduced in 2011, Gramin Sewa vehicles primarily operate in rural areas, unauthorised colonies, and JJ clusters, currently numbering over 2,000 across Delhi.
