Delhi Government Mandates EVs for Aggregators in Groundbreaking Scheme
The scheme, marking a first-of-its-kind initiative, compels motor vehicle aggregators providing transport and delivery services to transition to electric vehicles (EVs).

In a move towards environmental sustainability, the Delhi government has officially introduced the Delhi Motor Vehicles Aggregator and Delivery Service Provider Scheme 2023.
The scheme, marking a first-of-its-kind initiative, compels motor vehicle aggregators providing transport and delivery services to transition to electric vehicles (EVs).
Originally announced in May, the scheme aims to bring app-based aggregator platforms under government regulation to ensure commuter safety and address vehicular pollution. The scheme outlines specific timelines for aggregators to gradually incorporate EVs into their fleets and ultimately phase out fossil fuel-based vehicles entirely by 2030.
As per the guidelines, 10 percent of three-wheelers and 5 percent of four-wheelers in an aggregator's fleet must be EVs. Three-wheelers are required to be electrified within four years, while the timeline for four-wheelers is set at five years. For bike taxis, aggregators must transition their entire fleet to electric vehicles from the implementation date of the scheme.
Despite its environmental goals, the scheme has faced opposition from various stakeholders. Recently, approximately 1,500 bike taxi drivers appealed to the Lieutenant Governor, requesting a similar timeline for transitioning to EVs as their counterparts in delivery services.
