Delhi CM Rolls Out Rooftop Solar Installations Under RESCO Model
Delhi Chief Minister Rekha Gupta has launched a citywide rooftop solar initiative under the RESCO model to lower power bills and boost clean energy adoption, aligning with national guidelines and the PM Surya Ghar: Muft Bijli Yojana.

In a push to slash electricity bills and accelerate clean energy adoption, Delhi Chief Minister Rekha Gupta has launched a citywide rollout of rooftop solar installations under the Renewable Energy Service Company (RESCO) or utility-led aggregation model.
Aligned with the Union Ministry of New and Renewable Energy’s guidelines and facilitated by the Delhi Electricity Regulatory Commission (DERC), the initiative aims to reduce electricity costs and curb reliance on conventional energy sources, according to a statement from the Chief Minister’s Office (CMO).
“Our goal is to transform Delhi into a clean, energy-efficient, and environmentally conscious capital,” Gupta said, further adding, “The RESCO model allows citizens to access solar power without any upfront investment – an important step toward Prime Minister Narendra Modi’s vision under the PM Surya Ghar: Muft Bijli Yojana.”
The CMO added that the RESCO model enables both residential and commercial consumers to install rooftop solar systems at no capital cost. Consumers simply provide rooftop space, while installation and maintenance are handled by developers selected through a competitive bidding process overseen by DERC. This ensures solar power is delivered at rates lower than current conventional electricity tariffs, it said.
In May 2025, DERC exempted domestic consumers from application fees for feasibility analysis and registration charges for rooftop solar systems up to 10 kW under the Pradhan Mantri Surya Ghar: Muft Bijli Yojana.
Later that month, the Delhi cabinet approved an additional subsidy of INR 30,000 for the installation of 3 kW rooftop solar panels under the PM Surya Ghar Yojana. This increases the total subsidy available for a 3 kW residential rooftop solar plant to INR 1.08 lakh. A budget of INR 50 crore has been allocated for the scheme. The Delhi government is targeting to install rooftop solar systems on 2.3 lakh residential houses over the next three years.
