CTUIL Sets Modalities for Enhancing MWh Capacity of Connected BESS Projects
The Central Transmission Utility of India has outlined modalities for BESS projects to increase their approved MWh capacity without raising their sanctioned MW charging or discharging capacity.

Under the advisory issued by CTUIL, developers seeking to enhance the MWh capacity will have to submit an application under Regulation 5.2 of the General Network Access (GNA) Regulations. The application must specify the additional MW capacity as Nil and separately indicate the proposed enhancement in MWh capacity.
CTUIL has clarified that the applicable connectivity bank guarantees (Conn-BGs), including Conn-BG1 and Conn-BG3 under Regulation 5.2(e) of the GNA Regulations, will apply. However, since Conn-BG3 is defined at INR 2 lakh/MW, CTUIL will approach the Central Electricity Regulatory Commission (CERC) for clarification on its applicability where only the MWh rating is increased without any increase in MW capacity.
Pending CERC's clarification, CTUIL will not seek Conn-BG3 for such applications. Developers will, however, remain liable to submit the applicable Conn-BG3 in accordance with any direction or clarification issued by CERC. Failure to comply could result in revocation of approval for the additional MWh capacity and encashment of Conn-BG1.
To expedite approvals, CTUIL will issue intimation incorporating the enhanced MWh capacity once all applicable regulatory compliances have been received, without waiting for the matter to be discussed in the respective CMETS meeting. The applications will subsequently be placed before the concerned CMETS meeting for information and noting.
Developers will also have to meet requirements relating to land, financial closure, commissioning (SCOD) and other applicable regulatory provisions corresponding to the enhanced MWh capacity, in accordance with the GNA Regulations and applicable guidelines.
CTUIL has further specified that requests for MWh enhancement received before the issuance of the advisory will also be processed under these modalities.
