CTUIL Issues Draft Procedure for Approval of Change in Renewable Energy Sources

Central Transmission Utility of India has issued a draft procedure allowing ISTS-connected yet to be commissioned projects a one-time change in their approved renewable energy source without increasing connectivity capacity or extending commissioning timelines. Stakeholders can submit suggestions by December 27, 2025.

Central Transmission Utility of India (CTUIL) has released a draft detailing the procedure for approval of changes in renewable energy sources for projects that have already been granted connectivity to the inter-State transmission system (ISTS).

“Change of renewable energy source can be sought by a generation project based on a specific renewable energy source, with or without an Energy Storage System (ESS), and seek to change the renewable energy source(s) as approved in the in-principle or final intimation for grant of Connectivity,” noted the draft. It further added that the changes must be in terms of MW capacity corresponding to respective solar, wind, hybrid, and addition/removal of ESS components.

CTUIL clarified that a change in source will be permitted only once per connectivity grant and will not result in any extension of the start date of connectivity or relaxation of post-grant compliance obligations. The provision will apply only to projects that are yet to be commissioned or have not started injecting power into the grid. Importantly, the change in source must not lead to an increase in the approved connectivity capacity, the draft stated.

The draft also specified timelines for submitting applications, generally within 18 months of in-principle connectivity approval or 18 months prior to the firm start date of connectivity, whichever is later. Applications for source change are proposed to be routed through the National Single Window System (NSWS) portal, with interim provisions allowing submission through formal applications until the portal functionality is operational.

CTUIL noted that applications may be rejected on technical grounds if the revised source configuration exceeds available solar or non-solar hour margins at the relevant substation or is found technically unfeasible. Developers will also need to submit updated land documents, technical parameters, financial details, and declarations confirming compliance with applicable regulations and standards.

Stakeholders can submit comments, suggestions, or objections on the draft procedure by December 27, 2025, noted CTUIL.
