Commercial Coal Mine Auctions Boost Transparency and Domestic Coal Production

India’s commercial coal auctions have attracted new companies, introduced transparent competition and increased domestic coal production since the policy began.

India’s commercial coal mine auction regime has emerged as a major structural reform in the mining sector, promoting transparent allocation, attracting new companies and supporting greater domestic coal production, according to the Ministry of Coal.

The commercial coal mine auctions were launched in June 2020, following the shift to a transparent, rules-based process after the Supreme Court cancelled earlier coal block allocations.

The auction process is conducted online through the MSTC platform in two stages, with bid documents decrypted and opened live before bidders. The policy has no end-use restrictions and allows foreign investment through the automatic route. Upfront payments are also structured to remain accessible to bidders and can be adjusted against future revenue share.

The policy has attracted private players as well as established government-owned coal companies. Subsidiaries of Coal India, including Western Coalfields Ltd. and Northern Coalfields Ltd., have participated as bidders in recent auction rounds, competing with private companies on the same terms.

Auctioned coal blocks contribute to state revenues through competitively bid revenue share, statutory royalty, District Mineral Foundation contributions, National Mineral Exploration Trust contributions and GST. The regime has also generated substantial revenue, investment and employment opportunities across coal-bearing regions.

The auction process has been accompanied by a significant increase in coal production from captive and commercial blocks. Domestic output has grown strongly over the past decade, helping reduce dependence on imported coal and supporting India’s push towards greater self-reliance in energy.

The government said that the transparent, technology-enabled bidding system, wider participation and revenue-sharing framework have created benefits for states, industry, mining communities and India’s energy security.
