Coal India Invites Expression of Interest for 2,000 MW ISTS-connected Wind Projects
Coal India (CIL) has invited expressions of interest from EPC players for developing 2,000 MW of ISTS-connected wind energy projects across high-potential states in India. Bid submission ends on September 16, 2025.

Coal India (CIL) has invited expressions of interest (EoI) from leading wind project EPC players for the development of 2,000 MW ISTS-connected wind energy projects in the potential states of India.
“CIL is planning to develop wind power projects of capacity 2,000 MW in the regions having substantial wind resources of potential states in India, considering existing/committed transmission (ISTS and state), and recent state policy moves. Tentative locations can be in states like Andhra Pradesh, Tamil Nadu, Karnataka, Rajasthan, Madhya Pradesh, etc.,” noted the EoI document.
The scope will involve turnkey EPC of the entire plant, including supply of WTG along with land and BOS. It includes detailed design, engineering, micro-siting, manufacturing, supply, erection, testing, commissioning, and proving the guaranteed performance parameters for installation of the wind farm starting from 33kV internal evacuation lines from unit substation, pooling substation, central monitoring and control station (CMCS), wind monitoring mast(s), external EHV transmission line till ISTS substation etc.
The last date for submission of bids is September 16, 2025, till 2:00 PM. The techno-commercial bids will be opened on the same day at 3:00 PM.
The applicant must furnish the tentative cost estimate for the scope along with a breakup. Based on the responses received from the applicants, CIL will conduct a tendering process for the selection of EPC-cum-O&M contractor(s) for the said project. The selected contractor will be expected to provide best-in-class technologies.
The applicant must also furnish the Annual Turnover and Net Worth during the last three financial years just preceding the financial year in which the EOI has been submitted.
The offered wind project shall be connected to the nearby ISTS sub-station.
Applicants can quote any capacity between 100 MW and 2,000 MW based on their capabilities. The minimum CUF of the proposed wind capacities must be 35 percent.
The offered WTG can be of any size, ranging from 1 MW to a higher WTG machine size as available in the market. The WTG machine must be RLMM listed.
