Coal India Invites EoI to Develop 3,000 MW Solar Projects Across India
Coal India has invited expressions of interest (EoI) for setting up 3,000 MW of grid-connected solar power projects across India on a turnkey EPC basis.

Coal India has issued a tender seeking expression of interest (EoI) for design, engineering, supply and procurement, construction, erection, testing, commissioning, and operation and maintenance of solar photovoltaic grid-connected power plants with a cumulative capacity of 3,000 MW anywhere in India.
The scope will involve turnkey EPC of the entire plant including supply of solar PV modules along with land and BOS.
“CIL is planning solar power project of capacity 3,000 MW in the regions having substantial solar power resources of potential states in India considering existing/committed transmission (ISTS and state), and recent state policy moves. Tentative locations can be in states like Andhra Pradesh, Tamil Nadu, Karnataka, Rajasthan, Madhya Pradesh etc.,” noted the EoI document.
The last date for submission of bids is September 16, 2025 till 2:00 PM. The techno-commercial bids will be opened on the same day at 3:00 PM.
Applicants can quote any capacity between 200 MW to 3000 MW based on their capabilities.
The solar power plant must be designed for interconnection with the nearby ISTS network through transmission cable/line.
The minimum capacity utilisation factor (CUF) must be 25 percent.
“Based on the responses received from the applicants, CIL will conduct a tendering process for selection of EPC-cum-O&M contractor(s) for the said project. The selected contractor will be expected to provide best-in-class technologies,” it said.
