Coal India (CIL) has invited expressions of interest (EoI) from prospective renewable energy buyers for the offtake of power generated from its 4.5 GW renewable energy projects on a long-term basis at a fixed tariff.
CIL is planning to develop 4,500 MW renewable energy projects. This project shall include 2,500–3,000 MW of solar capacity and 1,500–2,000 MW of wind capacity in India.
CIL will develop the renewable energy projects in a phased manner where CIL will be responsible for the development of these projects including identification of land, obtaining connectivity and issuance of EPC contract.
The last date for bid submission is June 9, 2025. The techno-commercial bids will be opened on June 10, 2025.
The power Purchase Agreement will be a bipartite agreement for the supply of power at the mutually negotiated tariff for the period of 25 years.
The power Procurer will be responsible for sourcing the entire power from the RE Project on a ‘take-or-pay’ basis and may offer suitable payment security mechanisms to CIL. It will also be responsible for securing all necessary approvals and permits for the supply of power from the delivery point to its facilities. The delivery point will be the nearest ISTS/CTU substation to RE projects.
Transmission charges and wheeling charges, as levied by a Distribution Licensee, Open Access charges including additional surcharges, water conservation cess, urban cess electricity duty, electricity lax, cross-subsidy charges, SLDC charges and other charges in relation to the supply of delivered energy to the buyer beyond the delivery point will, if not exempted under applicable laws, be payable by the buyer.
