Coal India Floats EPC Tender for 80 MW/320 MWh BESS Projects in Odisha
Coal India has issued an EPC tender for turnkey development of 80 MW/320 MWh of BESS across four grid substations in Odisha, along 15 years of operation and maintenance. Bid submission ends on October 9, 2026.

BESS with a capacity of 20 MW/80 MWh each must be set up at Padampur, New Bolangir, Bhatli and Basta grid substations in Odisha.
The projects must be completed within 11 months from the date of issue of LOA or handing over of land by CIL/ Mahanadi Coalfields (MCL) to the bidder – whichever is later. Bidder must also provide comprehensive operation and maintenance (O&M) for 15 years.
Bidders must deposit INR 50 lakh as an earnest money deposit (EMD).
The last date for submission of bids is October 9, 2026. The techno-commercial bids will be opened on October 10, 2026.
The bidder’s scope of work covers turnkey design, engineering, manufacturing, supply, installation, testing and commissioning of 80 MW/320 MWh BESS across four locations in Odisha, including civil works, permits, insurance and associated equipment.
Bidders must also develop the required 33 kV switchyard evacuation bay(s) (including metering) as per system requirement at the respective OPTCL substations and establish evacuation arrangement through UG Cable from the BESS up to the Point of Interconnection.
The bidder can meet the technical eligibility criteria through any one of three routes.
Route I: The bidder must have manufactured and supplied batteries for grid-connected BESS projects with a cumulative capacity of at least 64 MWh, including at least 16 MWh supplied through a single order at one location and successfully operational for at least six months before the bid deadline.
Route II: The bidder must have experience as a BESS integrator, supplier, aggregator, EPC contractor or developer, with at least 64 MWh of cumulative commissioned capacity. Of this, at least 16 MWh through a single order at one location must have been operational for at least six months before the bid deadline. Projects where the battery was provided by the developer/owner as a free-issue item will also qualify.
Route III: The bidder must have experience as an EPC contractor or developer of grid-connected solar PV or wind power projects of at least 16 MWac at a single location under a single order, executed within the last seven years. The project must have been operational for at least six months before the bid deadline. Projects where modules or wind turbines were supplied by the developer/owner as free-issue items will also qualify.
As for financial eligibility, the average annual financial turnover during the last three years must be at least INR 119.076 crore. The bidder must also have a minimum net worth of INR 59.538 crore at the end of the last financial year.
