China’s Proposed Export Restrictions Unlikely to Impact 1.2 GW Solar Cell Facility in Ratlam: Fujiyama
Fujiyama Power Systems has said China’s proposed solar technology export restrictions are not expected to affect its planned 1.2 GW DCR solar cell manufacturing facility in Ratlam, Madhya Pradesh, which is on track for commissioning in Q1 FY28.

Fujiyama Power Systems has clarified that China’s proposed restrictions on the export of technologies and machinery used in solar cell manufacturing are not expected to materially impact its planned 1.2 GW Domestic Content Requirement (DCR) solar cell manufacturing facility in Ratlam, Madhya Pradesh.
The company confirmed that the machinery and equipment required for the facility have already been delivered to its Ratlam plant. Consequently, the proposed restrictions are not expected to materially affect the project’s capital expenditure or commissioning timeline. The facility remains on track to be commissioned in Q1 FY28, as originally planned.
Fujiyama Power Systems further clarified that it has not announced any plans to add further solar cell manufacturing capacity at this stage. The company also stated that its operations do not depend on any ongoing foreign technology transfer and remain unaffected by the proposed restrictions.
The company operates in the retail-focused rooftop solar segment, manufacturing and supplying Solar Power Generation Systems (SPGS) comprising solar inverters, solar batteries and solar panels. Its solar panel manufacturing capabilities represent backward integration of its rooftop solar business, while the planned solar cell manufacturing facility will further strengthen this integration by supporting its solar panel manufacturing operations.
The clarification comes against the backdrop of a proposal floated by China’s Ministry of Commerce and Ministry of Science and Technology proposing export prohibitions or restrictions on 12 solar PV technologies covering polysilicon, silicon wafers, TOPCon, back-contact, HJT and perovskite-silicon tandem cell manufacturing. China has also introduced temporary pre-export registration requirements from October 16, 2026, until the revised catalogue is formally implemented.
